Making Silage in suburbia

This may sound like a crazy idea, but I'd like some feed back on the idea of creating Silage out of all of the green waste from my local community, golf courses, mowing companies etc.

I understand the logistics of it would be tricky, and timing from when grass and green waste is cut to when it is bagged should be no more than 8 hours or less, but do you think if the logistics could be sorted is this a good idea? Could I simply use all grass clippings, or would there be issues.

Would the product be from a suitable quality grass for consumption, and who is it for, no ones going to buy rubbish, well, not likely anyway.
